Independence Community College is seeking applications for the position of Dean of Instruction. Independence Community College, a small, rural, residential community college in southeast Kansas, serves approximately 3000 full- and part-time students each year and has initiated continuous quality improvement through the AQIP accreditation process. |

Position Summary |
||
|
The college seeks a committed leader with demonstrated team building and team leadership skills. The Dean of Instruction will select, mentor, and evaluate faculty, instructional staff and administrative personnel and develop, implement, and evaluate preparatory, transfer, technical, and non-credit educational programming including instructional curriculum, programs and services that meet community needs. The ideal candidate will have a knowledge of and success with instructional delivery alternatives and will lead assessment of student learning. The Dean will lead strategic planning for instruction that includes visionary priority identification and fiscal leadership for instructional programming and budget development and will assure compliance with state, regional and federal statutes and guidelines for degree, certificate, and program requirements. The Dean will identify the need for and assure professional development for all faculty and staff, will establish and maintain positive working relationships with administrative colleagues, faculty members and staff and will initiate, maintain and assure teamwork among all college units through communication of instructional priorities. |

Qualifications |
||
The Dean of Instruction must have experience in higher education instructional program leadership and a commitment to the comprehensive community college philosophy. Master’s degree required; an earned Doctorate preferred. A minimum of five (5) years of progressively responsible administrative experience in an educational setting is required. The Dean must demonstrate a collaborative work ethic and passion for the comprehensive community college mission.. |

Job Description Dean of Instruction The Dean of Instruction reports to the President, serves on the President’s Cabinet, and provides leadership for instructional programming, instructional services and faculty. In addition to faculty and office staff, reporting departments include Student Support Services TRIO Grant, Adult Basic Education, Developmental Studies, Outreach and Evening Instruction, Allied Health, and Library and Learning Resource. Primary Responsibilities1. Select, mentor, and evaluate faculty, instructional staff and administrative personnel. 2. Develop, implement, and evaluate preparatory, transfer, technical, and non-credit educational programming. 3. Develop and evaluate instructional curriculum, programs and services that meet community needs. 4. Lead strategic planning for instruction that includes visionary priority identification and fiscal leadership for instructional programming and budget development. 5. Develop and maintain instructional budgets and authorize expenditure of all funds. 6. Provide leadership for faculty usage of instructional delivery alternatives. 7. Lead assessment of student learning. 8. Assess academic effectiveness. 9. Possess knowledge and provide academic leadership in the AQIP accreditation process. 10. Provide leadership in the oversight and development of workforce and economic development programs and services. 11. Develop and implement assessment and continuous improvement of instructional courseware, certificate, and degrees. 12. Assure compliance with state, regional and federal statutes and guidelines for degree, certificate, and program requirements. 13. Identify need and assure professional development for all faculty and staff. 14. Establish and maintain positive working relationships with administrative colleagues, faculty members and staff. 15. Initiate, maintain and assure teamwork among all college units through communication of instructional priorities. 16. Assure coordination of programs and services with Student Services staff and offices. 17. Represent Instruction as a member of the President’s Cabinet and with the Board of Trustees. 18. Serve as the Instruction liaison with the college and greater community. 19. Provide leadership in the development and dissemination of the College’s academic mission and goals. 20. Participate in college committees, regional and state professional groups and community service. 21. Provide leadership in the College’s commitment to diversity through promotion of an environment that is inclusive and values racial, gender, social, and cultural, diversity. 22. Consult with the president for additional duties as appropriate. General Qualifications1. Ability to effectively communicate orally and in writing with students, staff, and community. 2. Ability to effectively manage programs, budgets, and staff. 3. Ability to use electronic systems for effective information flow. 4. Demonstrated organizational and problem solving ability. 5. Knowledge of Federal laws concerning student rights and privacy, budget, accreditation and program eligibility. 6. Demonstrated success in programs that serve students from underrepresented populations, returning students, students from diverse ethnic, educational and economic backgrounds, and students with disabilities. 7. Knowledge of program development and program leadership. 8. Ability to work with departmental staff and other college staff members to establish and achieve annual goals. 9. Ability to effectively communicate and provide bias-free leadership and excellent customer service. 10. Ability to remain calm and effective in high stress situations. 11. High level of energy to fulfill a variety of tasks. Specific Qualifications 1. Master’s degree in education or a related field required; earned Doctorate degree preferred. 2. A minimum of five (5) years related administrative experience in an educational setting is required. 3. A progressively responsible record of successful administrative leadership required; specific experience with student recruitment, budget management, judicial affairs and/or staff supervision strongly preferred. 4. Demonstrated ability to effectively communicate, organize, and provide bias-free leadership. |
